About this opportunity

The Department of the Navy Naval Supply Systems Command is soliciting proposals for the repair and modification of a chopper assembly (NSN 7R-1680-016216686-EY, Technical Data Package Version 002), classified under Miscellaneous Aircraft Accessories and Components (PSC 1680). This procurement is subject to government source approval requirements because the item is flight critical and adequate technical data is not available to support full and open competition. The government does not own the necessary technical data and has determined it would be uneconomical to purchase data rights or reverse engineer the part. Only previously government-approved sources have been solicited for this opportunity. Potential offerors who are not currently approved sources must submit comprehensive source approval information as detailed in the applicable NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochures, or provide evidence of a pending source approval request with NAVSUP WSS. The pre-solicitation notice was posted on February 27, 2026, with a due date of April 14, 2026.

This procurement is not set aside for any particular business category. The contract calls for delivery of 13 units (EA) on a Free-on-Board (FOB) Origin basis. While no specific award value or budget range is disclosed in this pre-solicitation notice, the limited quantity and specialized nature of the aircraft component suggest a moderately-sized contract. The government's emphasis on source approval and flight-critical designation indicates that technical capability, manufacturing experience with identical or similar items, and quality assurance protocols will be paramount evaluation criteria. Offerors must be prepared to demonstrate their qualifications to produce or repair this specific component and provide all required technical documentation to support their source approval request if they are not already an approved vendor.
