About this opportunity
The U.S. Geological Survey Office of Acquisitions and Grants seeks rebuild of a chilled process water plate heat exchanger (model SR6GLM, built 1992), with proposals due September 10, 2026. This is a 100% Women-Owned Small Business set-aside under NAICS 333248, foreclosing competition outside that pool.
Place of performance is the USGS Western Fisheries Research Center, 6505 N.E. 65th Street, Seattle, Washington 98115. Performance period runs November 1, 2026 through March 31, 2027. Work includes complete disassembly, inspection, cleaning, replacement of damaged or worn gaskets, plates, and fasteners as necessary, pressure testing, and reassembly to original equipment manufacturer specifications. The contractor must verify heat transfer capacity and pressure integrity before delivery and return the unit to full operational capability.
The heat exchanger operates at a maximum pressure of 150 PSI and temperature range of 45°F to 275°F with a maximum flow rate of 108 GPM. Materials include stainless steel plates (ASTM A240), 316 stainless steel frame, and copper brazed gaskets. Reference drawings for similar models HX-3 and HX-4 are provided due to unavailability of the original HX-2 drawing. The contractor must provide all tools, equipment, and materials except items the government furnishes.
PSC code is J045 (Maintenance/Repair/Rebuild of Equipment—Plumbing, Heating, and Waste Disposal Equipment). Payment is made upon acceptance and conformance inspection by authorized government representatives. Contracting officer is Jeffrey Caravelli, 279-244-0186, jeffrey.caravelli@ios.doi.gov. Technical inquiries should be directed to John Allen, jsallen@usgs.gov.
