About this opportunity

The Department of the Navy Naval Sea Systems Command is conducting a Request for Information (RFI) for a Chief of Naval Operations (CNO) Flag Barge, seeking market research to support preliminary planning for a potential procurement. The Navy aims to acquire a vessel approximately 60-75 feet in length, constructed with a fiberglass or aluminum hull, capable of accommodating 7 crew members and 27 passengers. The barge will be used to transport senior military personnel, government officials, and foreign heads of state, with specific requirements including twin diesel engines, a full galley, multiple salon areas, and passenger accommodations. Interested parties are invited to submit a five-page capability summary in PDF format by June 25, 2025, at 2:00 PM EST, with detailed information about vessel certifications, maintenance history, construction location, age, and potential upgrade costs. The Navy will evaluate submissions based on technical capabilities, experience with similar government vessels, and the ability to meet specified requirements.

The procurement is open to all domestic parties, with a preference for small businesses, including HUB Zone, service-disabled veteran-owned, and women-owned small businesses. While no specific incumbent contractors are mentioned, the Navy plans to award a contract in FY26 for one boat to be delivered to Washington, DC, with a notional schedule targeting RFP release in Q1 FY26 and anticipated award in Q2 FY26. The RFI does not specify a precise budget range or award value, but it represents a significant procurement for a specialized maritime vessel. Respondents are advised that this RFI is for informational planning purposes only and does not guarantee the issuance of a formal Request for Proposal (RFP) or contract. All costs associated with responding to the RFI will be solely at the responding parties' expense, and submissions will be treated as business-sensitive information.
