About this opportunity
The Department of the Army Corps of Engineers Engineering District Seattle is seeking contractors for upstream monolith joint sealing work at Chief Joseph Dam in Bridgeport, Washington. The primary objective is to decrease excessive leakage into the dam's drainage gallery through drilling and installation of waterstops at monolith joints, diver-applied sealing, and related incidental work. The contract will involve constructing new waterstops at specific spillway monolith joints (11/12, 15/16, 17/18, and 18/19), non-overflow monolith joint 27/28, and closure section monolith joint C2/C3. Spillway waterstop work will be performed from the ogee crest requiring contractor-supplied construction access, while other waterstop work will be performed from the roadway deck, and diver work will occur from the forebay on the upstream face of the spillway. The government intends to use a Lowest Price Technically Acceptable (LPTA) evaluation method for this firm-fixed-price contract, with the solicitation due date having been July 9, 2025.
This procurement is designated as a total small business set-aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million. The estimated construction magnitude ranges between $5,000,000 and $10,000,000, establishing the anticipated contract value parameters. The solicitation has been issued and is available through the SAM.gov platform, with contractors required to be registered in the System for Award Management (SAM) database to be eligible for award. All offerors must maintain current registration status and are responsible for monitoring the solicitation for any updates or modifications. The work involves specialized underwater diving operations combined with precision construction activities at critical dam infrastructure locations.
