About this opportunity

The U.S. Army Corps of Engineers - Chicago District is conducting market research for the Chicago Harbor Lock Power Distribution Phase 2 project, which involves replacing a 90-linear-foot underground concrete duct bank that has structurally failed. The project scope includes demolition and removal of existing infrastructure, installation of a new reinforced concrete duct bank with Rigid Metal Conduit, and comprehensive conductor replacement work in Cook County, Chicago, Illinois. Small businesses interested in this opportunity must submit a comprehensive 5-page response package that includes company small business status documentation, Unique Entity Identifier (UEI), CAGE Code, bonding documentation, detailed project experience, and information about self-performed work capabilities. Evaluation will focus on the contractor's ability to demonstrate experience with three similar projects of comparable size and scope completed within the past five years. The deadline for responses is August 26, 2025, at 2:00 p.m. Central Time, with submissions required via email to Stephanie Boyd with a maximum file size of 20MB.

This opportunity is designated as a Total Small Business set-aside under NAICS code 237130 (Power and Communication Line and Related Structures Construction), with the agency specifically seeking responses from certified HUBZONE, 8(a), Woman-Owned Small Business, and Service-Disabled Veteran Owned Business contractors. The estimated project value ranges between $1,000,000 and $5,000,000, making this a significant infrastructure investment opportunity. The performance period is scheduled from November 15 to April 15, providing a five-month window for project completion during the winter and early spring months. No incumbent contractors are identified in this pre-solicitation notice, as this represents an initial market research phase rather than a recompetition of existing services. The relatively tight timeline from the current August 27, 2025 posting date to the September 10, 2025 due date reflects the urgency of this infrastructure replacement project.
