About this opportunity

The United States Marine Corps is seeking to procure water treatment chemicals through an indefinite delivery, indefinite quantity (IDIQ) contract to ensure safe, clean potable water for both the Water Treatment Plant and Industrial Wastewater Treatment Plant at Marine Corps Air Station Cherry Point, North Carolina. The procurement covers eight different chemicals including sodium hydroxide, sodium hypochlorite, aluminum sulfate, sodium bisulfite, sulfuric acid (in two concentrations), and lime slurry, with contractors required to be registered in both the System for Award Management (SAM) and Wide Area Workflow (WAWF) invoicing system. The solicitation will be evaluated using a best value approach that considers price, technical capability, and past performance, with contractors required to provide technical capabilities documentation, Material Safety Data Sheets, and chemical analysis for all chemicals. The original question deadline of August 19, 2025 has passed, but the solicitation has been amended twice, most recently extending the quote submission deadline to September 10, 2025 at 11:00 AM EST. Amendment 0002 significantly increased all chemical quantities by doubling the original requirements across all Contract Line Item Numbers.

This procurement is available for full and open competition with no set-aside designation, falling under NAICS code 325180 for Other Basic Inorganic Chemical Manufacturing. The contract establishes a two-year IDIQ structure with order limits ranging from a minimum of $1,000 to a maximum of $500,000 per order, though no specific total contract value is provided. The amended quantities are substantial, ranging from 32,000 gallons for certain chemicals up to 240,000 gallons for lime slurry, with sodium hydroxide required in 224 totes of 275 gallons each. Performance will occur at MCAS Cherry Point, North Carolina, with deliveries restricted to weekdays between 7:00 AM and 4:00 PM at two specific locations: Building 4977 (Water Treatment Plant) and Building 4380 (Industrial Wastewater Treatment Plant). No incumbent contractor information is provided in the solicitation documentation.
