This is an educational support services contract designed to continue existing research initiatives. The procurement is being conducted on an other than full and open basis due to continuation of existing research with the incumbent organization. While this is a sole-source procurement, interested firms may submit written responses demonstrating their capability to perform the required work, with submissions due no later than five days after the notice publication date, which corresponds to December 8, 2025. Capability statements must clearly articulate the firm's experience, assets, background, and ability to perform the work while maintaining quality, accuracy, reliability, and schedule requirements. All submissions must reference solicitation number N6893626Q5044 and be directed via email to Beth Exzabe at Beth.a.exzabe.civ@us.navy.mil.

This procurement carries no set-aside designation and is currently sole-sourced to Griffis Institute, located at 592 Hangar Road, Suite 200, Rome, New York 13441-4506, as the incumbent contractor continuing the existing research program. The notice does not disclose a specific award value or budget range for the contract. All interested parties must maintain an active registration in the System for Award Management (SAM) database to be considered, with particular attention required to the new notarized letter requirement for entity administrator authorization. Firms are advised to ensure their SAM registrations are in active status prior to submission, as the government cannot award contracts to entities without current active registrations in the SAM system.
