About this opportunity
The Indian Health Service (IHS) Billings Area is conducting market research through this sources sought notice to identify qualified vendors capable of providing chemistry analyzer leasing services on a cost-per-test basis to clinical laboratories across four Montana service units: Blackfeet, Fort Belknap, Fort Peck, and Northern Cheyenne. The Indian Health Service is seeking vendors who can supply all necessary equipment, materials, reagents, installation, maintenance, and transportation services for the leased analyzers. Contractor equipment and systems must comply with the National Electric Code (NEC), National Fire Protection Association (NFPA) standards, and all applicable environmental and safety regulations, while meeting requirements under the Clinical Laboratory Improvement Act (CLIA '88), Clinical Laboratory Standards Institute (CLSI) standards, and FDA approval. This notice explicitly states it is for information and planning purposes only and does not constitute a Request for Quote or commitment to award a contract. Interested vendors should submit capability statements and the Buy Indian Act Indian Economic Enterprise Representation Form by the March 10, 2026 deadline.
This procurement is set aside exclusively for Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEEs) under the Buy Indian Act, with the government actively encouraging participation from these designated entities. Vendors responding to this sources sought notice must certify their eligibility as Indian Economic Enterprises and maintain such eligibility through offer submission, contract award, and the entire performance period, with mandatory registration in the System of Award Management (SAM). The notice does not specify award values, budget ranges, or quantities of equipment required, as this is market research designed to assess vendor capability and compliance with Indian procurement preferences rather than a formal solicitation. No specific information regarding potential incumbents or current contractors is provided in the notice. The emphasis on generic capability statements being insufficient suggests that vendors should provide detailed, specific evidence of their qualifications and experience relevant to chemistry analyzer leasing and clinical laboratory support services.
