About this opportunity
The U.S. Food and Drug Administration (FDA) Office of Food Chemical Safety, Dietary Supplements, and Innovation is seeking a commercial off-the-shelf (COTS) software solution to upgrade its Chemical Evaluation and Risk Estimation System (CERES) through the ChemTune and ToxGPS Data and System Upgrades procurement. The requirement encompasses a comprehensive cheminformatics platform with perpetual licensing that must provide an expert-curated database, user-friendly interface, toxicity knowledgebase with predictive models, read-across workflow capabilities, and advanced data analysis tools for evaluating chemical substances including food additives, color additives, and food contact materials. Quoters must be Original Equipment Manufacturers, authorized resellers, or servicing agents and must demonstrate full compatibility with emerging scientific literature and predictive modeling techniques. The procurement will be evaluated using Lowest Priced Technically Acceptable (LPTA) criteria, with vendors required to submit complete pricing, technical descriptions, and Section 508 Product Accessibility Templates. The solicitation deadline is September 25, 2025 at 4:00 PM Eastern Time, making this an extremely compressed timeline for interested contractors.
This opportunity is designated as a Total Small Business set-aside under NAICS code 541519 (Other Computer Related Services), with no incumbent contractor information provided in the solicitation documents. The base performance period runs from September 29, 2025 to September 28, 2026, with three optional additional years available for extension, indicating a potential four-year total contract duration. The procurement structure follows FAR Part 13 simplified acquisition procedures and will result in a Firm Fixed Price Purchase Order, though specific contract values or budget ranges are not disclosed in the available documentation. Performance will take place at the FDA's Ashburn Data Center or through Amazon Cloud Services, with the software supporting the agency's pre- and post-market safety evaluation activities for HFP regulated substances. The accelerated timeline suggests an urgent operational need, with only two business days between solicitation posting and quote submission deadline.

1. Background
The U.S. Food and Drug Administration (FDA) Office of Food Chemical Safety, Dietary Supplements, and Innovation (OCSDSI), Human Foods Program (HFP) has a requirement for a refresh of its Chemical Evaluation and Risk Estimation System (CERES). CERES is an IT solution implemented to support the pre- and post-market safety evaluation of HFP regulated substances. CERES integrates cheminformatics solutions, chemical substances data along with their corresponding in vitro and in vivo toxicity data, mode-of-action based computational toxicology models, and read-across tools, through a simple, user-friendly user interface, to facilitate and support the safety and risk assessment needs of the HFP. Data within CERES is shared with other applications like the HFP’s Food Applications Regulatory Management system (FARM) and the
