About this opportunity

The National Park Service Southeast Region has issued a Special Notice for architectural and engineering design services to complete a Historic Structure Report (HSR) for the Visitor Center/Administration Building at Chickamauga Chattanooga National Military Park. This is a sources sought notice for a Firm Fixed Price contract that will be awarded on a sole source basis to Williamson Landscape Architects under FAR Part 6.302-1 as the only responsible source. The project is set aside for Total Small Business participation under NAICS code 541330 (Engineering Services) with a size standard of $25.5 million. The notice was posted on June 23, 2025, with responses due by July 9, 2025. The contract will provide park management with an assessment of the historic building's character-defining features and develop preservation treatment recommendations for this contributing structure within the park's enabling legislation.

The purpose of this HSR is to support the park's goal to restore and rehabilitate the Visitor Center while exploring various utilization options for the historic building, including providing an updated period of significance and specific treatment recommendations. The National Park Service has determined that Williamson Landscape Architects is uniquely qualified because they previously completed the Determination of Eligibility for the National Register of Historic Places and the Cultural Landscape Report for the same site, making this HSR a logical follow-on project. The agency believes contracting with the same team will result in cost savings by leveraging their existing knowledge of the structure and site, as well as their expertise in historic construction, while avoiding unnecessary duplication of research already accomplished. Interested parties can direct questions to celinda_hicks@nps.gov or call (404) 507-5625, though no formal solicitation will be released as this represents a notice of intent to award on a sole source basis. All communications and amendments will be issued electronically through SAM.gov, and the government maintains no obligation to keep a bidder's list.
