About this opportunity
The General Services Administration Public Buildings Service Region 4 seeks to commission one or more American artists to create publicly scaled and permanently installed artwork for the new Chattanooga U.S. Courthouse, with applications due June 15. This is a full and open solicitation with no set-aside.
Place of performance is Chattanooga, Tennessee. Applicants must be U.S. citizens or Lawful Permanent Residents or Permanent Workers of the United States. The art budget is estimated between $800,000 to $1,100,000, derived from GSA's allocation of 0.5% of the estimated construction costs for art commissions. One or more artists will receive fixed-price contracts.
The courthouse will include seven courtrooms, nine chambers, forty secured interior parking spaces, and support facilities for the District Clerk, Bankruptcy Clerk, U.S. Marshals Services, U.S. Probation Office, U.S. Attorney's office, U.S. Trustees, and Congressional Offices. The artwork should be figurative and allegorical, reflecting Chattanooga's community history, people, and surroundings while confirming the federal presence and the court's role in ensuring the rule of law. Per Executive Order 13934, GSA prioritizes artwork portraying historically significant Americans, events of American historical significance, or ideals upon which the nation was founded.
GSA will evaluate applicants based on the media, materials, content, and style of their past work; past performance and commission experience; and ability to deliver within the identified budget, with selection criteria weighted significantly more important than price. Award recipients must be registered in the System for Award Management at contract award and maintain annual SAM renewal throughout the project duration. Scope of work includes collaboration with the lead project designer, site travel, development and presentation of preliminary and final concepts, fabrication, installation, meeting participation, and detailed maintenance planning.
