About this opportunity
NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking to procure a battery charger for P-8 aircraft, specifically National Stock Number 7R-6130-015807774-P8, with a quantity of 8 units to be delivered FOB origin. The procurement is intended to be a sole-source contract with SEAL DYNAMICS LLC (CAGE 5N582), with the agency planning to solicit proposals on a non-competitive basis under FAR 6.302-1 authority. Interested organizations must submit their capabilities and qualifications via email to Kyle Matsinger by February 9, 2025, with all proposals subject to strict source approval requirements. The item is classified as a commercial/nondevelopmental off-the-shelf product, but requires government source approval due to its flight-critical nature. Potential offerors not currently approved must submit a comprehensive Source Approval Request (SAR) with their proposal, understanding that the procurement will not be delayed to accommodate SAR processing.
The contract is not set aside for small businesses and will have a duration of one year, with Buy American Clauses applying to the procurement. While the exact award value is not specified, the contract involves 8 battery chargers for military aircraft. Potential vendors must meet specific qualification requirements and will be evaluated based on their ability to provide the exact item to military specifications. The Navy has indicated that if a source approval request cannot be processed in time to meet fleet support needs, they may proceed with award based on critical operational requirements. Vendors must provide detailed technical documentation demonstrating their capability to manufacture the specified battery charger, and any proposals lacking complete information will be automatically disqualified. The procurement follows standard UID (Unique Identification) requirements and will be processed through the Naval Supply Systems Command.
