About this opportunity
NASA's National Shared Services Center is conducting a sole-source procurement justification notice with a response deadline of July 28, 2026, for characterization and fatigue and tensile testing of additively manufactured JBK-75 alloy in support of an Additively Manufactured Handbook. The Center intends to award a non-commercial contract to Auburn University under FAR 12.102(a), having determined that Auburn is the sole provider capable of performing this work. Performance will be located at NASA Marshall Space Flight Center in Huntsville, Alabama.
The Statement of Work encompasses twelve primary tasks over a nine-month period from Authority to Proceed, including detailed mechanical characterization using scanning electron microscopy, optical microscopy, and microhardness evaluation; room temperature and elevated temperature tensile and fatigue testing of 198 total samples (132 fatigue samples and 66 tensile samples requiring sectioning and machining); post-mechanical test fractography analysis; comprehensive data summary sheets; maintenance of an organized online dataset; and collaboration with third-party test service companies. Deliverables include data summary sheets, organized raw datasets for mechanical tests and microscopic characterization, and draft or published reports following NASA export control approval. Contractors must also attend bi-monthly meetings with NASA personnel.
Interested organizations may submit written capabilities and qualifications statements to Cody Guidry, Procurement Specialist II, at Cody.d.guidry@nasa.gov no later than 3:30 p.m. Central Standard Time on July 28, 2026. Submissions will be evaluated solely to determine whether to conduct the procurement on a competitive basis; the Government retains discretion whether to compete this effort. Oral communications are not acceptable.
