About this opportunity

The Department of Justice's Justice Management Division is soliciting up to six multiple award IDIQ contracts to audit Chapter 7 bankruptcy trustees, with proposals due October 20, 2025, and this solicitation cancelled effective July 13, 2026—the requirement will be resolicited. The procurement is a 100% small business set-away under NAICS 541211.

Place of performance is Washington, DC, with on-site audit fieldwork conducted at Chapter 7 trustees' offices across six geographic regions covering all U.S. Trustee Program regions. The contract spans a base period from January 1, 2026 through December 31, 2026, plus four optional one-year periods through December 31, 2030, with a total aggregate value not to exceed $7.1 million. Pricing ranges from $289,150 in the base period to $387,150 in Option 4.

Audits must assess trustees' compliance with the Handbook for Chapter 7 Trustees (effective October 1, 2012), examining asset administration, receipts and disbursements, case progress, banking practices, computer operations, and domestic support obligations. Fieldwork begins 45 days after each quarterly reporting period and must complete within 120 days. Audit reports are due within 60 days of fieldwork completion. Offerors may propose on one or multiple geographic regions and must submit separate technical proposals for each region.

Evaluation prioritizes technical factors (management plan, staffing plan, phase-in/phase-out plan, quality control plan) and past performance significantly over price. All audit fieldwork must be performed 100% on-site. The government intends to award without discussions, though reserves the right to conduct discussions if necessary. Current incumbents are McBride, Lock & Assoc., Seber Tans, PLC, and Troconi Segarra & Associates LLP. The solicitation is subject to Government Auditing Standards (GAGAS) compliance.

Notice text

The purpose of this work is to audit the U.S. Trustees to ensure the quality of the trustee’s accounting for, and safeguarding of, bankruptcy estate assets and related internal controls and cash management practices and procedures, in accordance with the Handbook for Chapter 7 Trustees (“Handbook”), effective October 1, 2012.

The Chapter 7 trustee is a fiduciary charged with protecting the interests of estate beneficiaries (creditors) as well as the debtor(s). The trustee collects funds from the liquidation of estate assets for distribution to creditors. The trustee should administer the estate to maximize the amount to be distributed.
