About this opportunity

The U.S. Department of State's Embassy in Brazzaville, Republic of Congo, is soliciting quotations for Building Automation System (BAS) Preventative Maintenance services through a Request for Quotations (RFQ). The contract requires comprehensive maintenance services for multiple BAS systems, including Schneider Electric TAC I/AA systems with Niagara N4 software, covering network connectivity checks, time schedule reviews, troubleshooting, trend and alarm configuration, and overall system evaluations. Contractors must be manufacturer-certified with a minimum of five years of experience and possess appropriate security clearances to perform the work. The government will evaluate submissions using a lowest-priced, acceptable, and responsible offeror methodology. Quotations must be submitted by September 2, 2025, with contractors required to provide SAM registration, past performance information, and representations and certifications.

This solicitation operates without any set-aside designations, making it available to all qualified contractors. The contract structure is a firm-fixed-price purchase order spanning one year with two mandatory semi-annual site visits scheduled for January and July 2026. While the total contract value is not specified in the available documentation, the scope indicates significant technical requirements for specialized BAS maintenance expertise. The work will be performed at the U.S. Embassy facility in Brazzaville, Republic of Congo, requiring contractors to coordinate international travel and comply with embassy security protocols. No current incumbent contractor is identified in the solicitation materials, suggesting this may be a new procurement or a re-competition of existing services.
