About this opportunity

The Naval Supply Systems Command seeks 70 units of SFC No. B-3C-1 Shipboard Stacking Chairs with red cast aluminum frames and seats, with proposals due September 4, 2026 and questions due September 1, 2026. The procurement is a Total Small Business Set-Aside under NAICS 337214 with a 1,100-employee size standard.

Place of performance is San Diego, California. Delivery is required within 16 weeks after receipt of order to USS Anchorage. Chairs must comply with marine-grade powder-coating meeting military habitability and flame resistance standards, with dimensions of 510mm W × 550mm D × 780mm H, weight of 6.8 kg, and full nesting/stacking capability. No commercial off-the-shelf substitutions are accepted; quoters must strictly adhere to SFC B-3C-1 drawings and naval habitability criteria. DFARS 252.223-7008 (hexavalent chromium prohibition) applies; the base finish must be aluminum. Inspection and acceptance occur aboard USS Anchorage. Commercial packaging is acceptable.

All quotes must be submitted on a firm-fixed-price basis with all applicable surcharges, administrative fees, and shipping costs (FOB Destination) included. Payment will be made via Government Purchase Card. Quoters must include a line item for credit card fees. Award will be made using Lowest Price Technically Acceptable (LPTA) methodology, with technical evaluation based on whether quotes address all specification elements and meet exact requirements, and price evaluation based on fair and reasonable cost determination. Responses must be submitted by 08:00 AM PST on September 4, 2026 via email to Delvin Moore at delvin.l.moore.civ@us.navy.mil. Amendment 0001 clarified base material specification, packaging standards, and inspection location.

Update #2 · Latest ·

The purpose of Amendment 0001 is to respond to questions received and provide clarification regarding the solicitation.

Q1: Hexavalent chromium - DFARS 252.223-7008 is incorporated, but the Navy catalog page for B-3C-1 lists a chrome-plated steel base as standard, with aluminum or stainless as options. Which base do you want quoted? I don't want to price the standard configuration if the prohibition rules it out. A1: Aluminum finish

Q2: Packaging - I don't see a packaging or marking clause anywhere in the solicitation. Is commercial packaging acceptable, or was a MIL-STD intended? A2: Standard commercial packaging is acceptable

Q3: Inspection and acceptance - The solicitation doesn't state a point. Is inspection/acceptance at destination aboard USS Anchorage, or at source? A3: Inspection and acceptance will be aboard USS-Anchorage.

All other terms and conditions remain unchanged.
