About this opportunity

The Children's Bureau within the Administration for Children and Families intends to award a sole-source task order to Westat, Inc. against GSA Federal Supply Schedule contract GS00F009DA for the Chafee Strengthening Outcomes for Transition to Adulthood II (Chafee SOTA II) project, with an estimated total value of $4.384 million.

The justification cites GSAM/R 538.7104-3(b)(1)(iii), which permits logical follow-on orders to FSS contracts when doing so promotes economy and efficiency. Westat was the incumbent contractor on the prior Chafee SOTA project. Market research conducted May 1–7, 2026, generated 13 vendor responses (six small businesses), but only Westat was rated low-risk; five other vendors received medium-risk ratings due to estimated 3–6 month delays in establishing required site partnerships that would jeopardize project timelines and data collection. Westat's unique expertise in Chafee-funded programs, established relationships with program sites and youth participants, understanding of the formative evaluation process, and ability to implement immediately without significant onboarding delays support the sole-source determination.

The period of performance consists of a 48-month base period valued at $2.528 million and two optional 36-month task periods valued at $922,467 and $933,724 respectively. The task order expands the prior project by implementing design and analysis plans, updating evaluation methodologies, conducting site recruitment and engagement, and collecting data from state programs funded under the John H. Chafee Program for Successful Transition to Adulthood. Award is projected for September 2026 using fiscal year 2026 funds. Place of performance is Bethesda, Maryland. The order is placed under the General Services Administration's Federal Supply Schedule Program.
