About this opportunity

The U.S. Geological Survey (USGS) Northeast Area is seeking to procure a CH4/CO2/H2O Trace Gas Analyzer through Request for Quote (RFQ) 140G0125Q0085. The solicitation requires a specialized scientific instrument capable of measuring carbon dioxide, methane, and water using optical absorption spectroscopy, with specific technical requirements including portability and precise measurement capabilities. Vendors must submit written quotes via email to Jean Walsh by April 1, 2025, at 8:00 AM Eastern Time, with questions accepted until March 20, 2025. The procurement will be evaluated based on technical capability and price, with the contract awarded to the lowest-priced, technically acceptable quote. To be eligible, vendors must be registered in the System for Award Management (SAM) and meet the technical specifications outlined in the solicitation's detailed salient characteristics document.

The solicitation was initially a total small business set-aside under NAICS code 334516 with a size standard of 1,000 employees, though an amendment has since dissolved the small business restriction. The USGS requires one trace gas analyzer to be delivered to its Northeast Area location in Troy, New York within 30 days after receipt of order, with an anticipated contract award date of April 15, 2025. The required equipment includes a portable trace gas analyzer (dimensions approximately 60 x 35 x 20 cm, under 15 kg), an integrated gas exchange chamber capable of operating between -20°C to 50°C, and a compatible sample kit. The instrument must be able to collect gases from a surface area of at least 300 square centimeters and have battery power lasting a minimum of 8 hours. The procurement falls under the Analytical Laboratory Instrument Manufacturing category and is specifically classified under the Hazard-Detecting Instruments And Apparatus product service code.
