About this opportunity
The Naval Air Systems Command intends to negotiate and award a sole-source delivery order to Sikorsky under an existing basic ordering agreement for non-recurring engineering improvements to CH-53K troop seat cushions and tail pylon trailing edge fairings, with a response deadline of June 23, 2026. The procurement is not set-aside and will proceed under the authority of 10 U.S.C. 2304(a)(1) and FAR 6.302-1, based on Sikorsky's status as the designer, developer, and sole producer of the CH-53K aircraft with exclusive access to the requisite technical data package and engineering knowledge. The Government lacks adequate license rights to the technical data needed to support a competitive procurement.
Scope includes non-recurring engineering for troop seat cushion improvements and separation of the tail pylon trailing edge fairing into two discrete fairings, plus support of flight testing. Sikorsky is the only known contractor with the unrestricted totality of technical data, unique engineering support experience, and detailed knowledge of the CH-53K required to meet Navy requirements.

Interested parties may respond by June 23, 2026, to identify capability and interest; the Government will consider all information received solely to determine whether to conduct a competitive procurement. The Government reserves sole discretion to elect competitive procurement based on responses received.
