About this opportunity

The Naval Air Systems Command (NAVAIR) is seeking to procure 2 CH-53K Sound Proofing Panel Kits through a sole source Delivery Order with Sikorsky Aircraft Corporation (SAC). The contract will be awarded via a Basic Ordering Agreement under the statutory authority permitting other than full and open competition. NAVAIR has determined that SAC is the only responsible source capable of fulfilling the requirements, based on their unique technical expertise, design capabilities, and specialized manufacturing facilities for the CH-53K weapon system. The procurement is being conducted under 10 U.S.C. 3204(a)(1) and implemented through Federal Acquisition Regulation 6.302-1, which allows for non-competitive acquisition when a single source is deemed essential. The pre-solicitation notice was posted on April 10, 2025, with responses due by April 25, 2025, indicating a relatively short window for potential engagement.

The contract does not have a specific set-aside designation and will be awarded directly to Sikorsky Aircraft Corporation, a Lockheed Martin company located in Stratford, Connecticut. As a sole source procurement, the contract leverages SAC's exclusive knowledge and capabilities in designing and manufacturing CH-53K aircraft components. The specific quantity of sound proofing panel kits is limited to two units, suggesting a targeted and precise procurement approach. While the exact contract value is not specified in the pre-solicitation notice, the procurement is classified under NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Product Service Code (PSC) of 1520 for Rotary Wing Aircraft. The procurement is within the Defense sector, specifically managed by the Department of the Navy's Naval Air Systems Command.
