This will be a Firm Fixed Price (FFP) competitive contract, and potential contractors must comply with Cybersecurity Maturity Model Certification (CMMC) Level 2 requirements, which mandate implementation of the 110 security requirements set forth in NIST SP 800-171 Rev. 2 to protect Controlled Unclassified Information. The pre-solicitation notice was posted on January 14, 2026, with vendors expected to monitor SAM for the full solicitation release and any subsequent amendments.
This procurement is designated as a Total Small Business set-aside in accordance with FAR 19.5, restricting eligibility to qualified small business contractors. The specific award value and detailed quantity requirements are outlined in the attached FY26 O-Level Bag Group E spreadsheet, which includes planned purchase quantities for both U.S. Marine Corps and Foreign Military Sales programs. No incumbent contractor information or specific budget range is disclosed in the pre-solicitation notice, as this document serves an administrative purpose and does not constitute a binding commitment or formal request for proposals. Interested small businesses should note that CMMC Level 2 assessments are conducted every three years, and level scores must be entered by the Organization Seeking Assessment into the System for Program Relationship Online. The government has not disclosed an estimated contract value in this notice, and vendors are advised that no telephone or written requests for solicitation documents will be accepted prior to the formal solicitation release.

The items in this acquisition have been deemed to fall into CMMC Level 2- Self-Assessment. CMMC Level 2 requires implementation of the 110 security requirements set forth in NIST SP 800–171 Rev. 2 to protect CUI in contractor information systems. Level 2 assessments are conducted every three years. CMMC Level 2 self-assessment scores are entered by the OSA into SPRS. **
