About this opportunity
The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source delivery order with Sikorsky to redesign the On Board Inert Gas Generating System (OBIGGS) for the CH-53K Heavy Lift Helicopter. The contract objectives include incorporating design improvements focused on system performance, digital management systems (DMS), and enhanced reliability, with additional support for flight testing. NAVAIR will utilize 10 U.S.C.2304(a)(1) and FAR 6.302-1 to award this contract to Sikorsky, citing the company as the sole source with unique technical capabilities. The pre-solicitation notice indicates that interested parties may identify their interest and capability by responding in writing before the May 2, 2025 closing date. While this is not a competitive solicitation, the government will review any submitted information to potentially reconsider the sole source approach.
The contract is designated as an 8(a) Sole Source procurement within the Aircraft Manufacturing NAICS category (336411). Sikorsky, as the designer, developer, and exclusive producer of the CH-53K aircraft, is the proposed contractor due to its comprehensive technical data rights and specialized engineering expertise. The government does not currently possess adequate licensing rights to the technical data package required for a competitive procurement, which further justifies Sikorsky's selection. Interested subcontractors can contact Jason Lockwood, Sikorsky's Subcontracting Manager, at 203-225-3657 for potential collaboration opportunities. While specific contract value details are not provided in the pre-solicitation notice, the procurement is associated with the CH-53K Heavy Lift Helicopters Program Office and focuses on critical system redesign and flight testing support.
Notice text
The Naval Air Systems Command, in support of PMA-261 CH-53 Heavy Lift Helicopters Program Office, intends to negotiate and award a sole source delivery order to an existing basic ordering agreement (BOA) contract with Sikorsky to incorporate design improvements on the CH-53K On Board Inert Gas Generating System (OBIGGS), which includes: improved performance, DMS, and improved reliability. Additional scope include support of flight testing.
The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(a)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Sikorsky is the designer, developer, and sole producer of the CH-53K® aircraft and is the only known contractor with the requisite knowledge, experience, and technical data able to provide the required level of supplies and services in support of the CH-53K® program. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein. As a result, only Sikorsky has the unrestricted totality of technical data, unique engineering support experience, and detailed knowledge of the CH-53K® to meet the USN’s requirements.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by E-mail, U.S. mail or facsimile to the attention of Tyler Scott or Kevin Ritter using the contract information provided in this synopsis. Companies interested in subcontracting opportunities should contact Jason Lockwood, Sikorsky Subcontracting Manager, at 203-225-3657 or Jason.t.lockwood@lmco.com.
