About this opportunity

The Naval Air Systems Command (NAVAIR) at NAS Patuxent River, Maryland is procuring airworthiness documents and certification support services for the CH-53K® helicopter destined for the Israeli Air Force (IAF). The procurement will be conducted as a sole-source award under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, indicating that only one responsible source can satisfy the government's requirements. The primary objective is to provide airworthiness documents that are properly redacted in accordance with contractor export licenses while supporting the IAF's airworthiness certification program. This pre-solicitation notice was posted on January 29, 2026, with a response deadline of February 13, 2026, allowing interested parties two weeks to submit inquiries or expressions of interest. The procurement falls under the Federal Acquisition Regulation's sole-source justification category, which means the government has determined that competitive bidding is not appropriate for this specialized requirement.

This contract will be awarded as a sole-source order under Basic Ordering Agreement (BOA) N00019-25-G-1000 to General Electric Aerospace, Inc. (GE) in Lynn, Massachusetts, with no small business set-aside or other preferential set-asides designated for this procurement. The notice does not specify an award value or budget range, and no completion timeline or service duration is provided in the pre-solicitation announcement. Companies interested in pursuing subcontracting opportunities under this prime contractor should contact Jessica Jefferson, GE Senior Contracts Manager, at 938-902-1997 to inquire about potential indirect participation. The NAICS classification assigned is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a PSC code of 2840 (Gas Turbines and Jet Engines, Aircraft, Prime Moving; and Components), indicating the technical nature of the procurement within the defense aerospace sector.
