About this opportunity
The Naval Air Systems Command (NAVAIR) at NAS Patuxent River, Maryland, is seeking non-recurring engineering services to support firmware updates for the Integrated Processing Cabinets (IPC) internal Commercial Ethernet Switch (CES) used in the CH-53K Heavy Lift Helicopter. This procurement will be conducted as a sole-source award under the existing Basic Ordering Agreement (BOA) N00019-23-G-0002 with Sikorsky, A Lockheed Martin Company, based in Stratford, Connecticut. The contract will be awarded under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, which permits sole-source procurement when only one responsible source exists and no other supplies or services will satisfy agency requirements. The Government justifies this sole-source approach based on the substantial initial investment and extended preparation period required for production of the specified supplies. Interested parties should note the pre-solicitation posting date of December 29, 2025, with a response deadline of January 13, 2026.
This procurement carries no set-aside designation and is classified under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC 1680 (Miscellaneous Aircraft Accessories and Components). Sikorsky, A Lockheed Martin Company, is the identified incumbent contractor for this sole-source award. The notice does not specify an award value or budget range for the non-recurring engineering services. Companies interested in pursuing subcontracting opportunities under this contract should contact Jason Lockwood, Sikorsky's Subcontracting Manager, at 203-225-3657. The Government reserves the right to determine whether to proceed with a competitive procurement based on responses received to this notice, though such a determination remains solely within Government discretion.
