About this opportunity

The Naval Air Systems Command (NAVAIRSYSCOM) seeks to procure Integrated Logistics Support (ILS) products and management services required for the sustainment of the CH-53K Helicopter during both aircraft production and the sustainment phase. This pre-solicitation notice represents the Government's intent to negotiate on a sole-source basis with Sikorsky Aircraft Corporation, a Lockheed Martin subsidiary, based on the company's unique position as the designer, developer, and sole producer of the CH-53K aircraft. The procurement will be executed as a delivery order under existing Basic Order Agreement N00019-23-G-0002 and is anticipated to be structured as Cost Plus Fixed-Fee (CPFF) contract line item numbers. The Government has determined that Sikorsky is the only responsible source capable of providing the requisite technical data, engineering support, and detailed knowledge necessary to meet the Navy's requirements, as the Government does not possess adequate license rights to the required technical data package. The deadline for interested parties to respond and identify their interest and capability is January 5, 2026.

This procurement carries no set-aside designation and is being pursued as a sole-source award to Sikorsky Aircraft Corporation. The contract structure includes a base period with four options, plus a six-month extension option in accordance with FAR 52.217-9. Base contract line items will be funded with FY27 funds, while option CLINs will be funded with FY28-FY231 appropriations. While the pre-solicitation notice does not specify an explicit award value or budget range, the multi-year funding structure across multiple fiscal years indicates a substantial, long-term commitment to CH-53K logistics support operations. The Government will consider all information received from interested parties prior to the closing date, though this notice explicitly does not constitute a request for competitive proposals.
