About this opportunity

The Naval Air Systems Command (NAVAIR) is seeking a contractor to implement non-recurring efforts required for the productionized version of an upgraded Inter-Communication System (ICS) for the CH-53K helicopter platform. This procurement falls under the Miscellaneous Aircraft Accessories and Components category (PSC 1680) and involves the manufacturing of aircraft parts and auxiliary equipment. The contract will be awarded as a sole-source order under existing Basic Ordering Agreement N00019-23-G-0002, with the Government invoking the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1 based on the determination that only one responsible source exists and no other supplies or services will satisfy agency requirements. While specific evaluation criteria are not detailed in this pre-solicitation notice, the Government has established a response deadline of May 14, 2026, for interested parties to submit relevant information or inquiries. Companies interested in subcontracting opportunities are directed to contact Jason Lockwood, Sikorsky Subcontracting Manager, at 203-386-4648 for further details.

The contract carries no small business set-aside designation and is anticipated to be awarded to Sikorsky, A Lockheed Martin Company, located in Stratford, Connecticut, as the sole contractor under the existing BOA. No specific contract value or budget range is disclosed in this pre-solicitation notice. The contract encompasses non-recurring engineering and development efforts to transition the upgraded ICS to a productionized version for the CH-53K platform, though exact deliverables, timelines, and performance requirements are not provided in this announcement. This sole-source award determination suggests the Government views Sikorsky as uniquely qualified for this specialized helicopter avionics upgrade work. Interested subcontractors should reach out to the identified Sikorsky subcontracting contact within the timeframe indicated to explore potential teaming or supply opportunities associated with this project.
