About this opportunity

The Naval Air Systems Command is procuring a comprehensive set of Illustrated Parts Breakdown (IPB) technical manuals covering all CH-53K airframe and structural components for CH-53K heavy lift helicopters. This procurement will be executed as a delivery order under existing Basic Ordering Agreement N00019-23-G-0002 and will be awarded on a sole source basis in accordance with FAR 6.302-1, which permits non-competitive procurement when only one responsible source exists. The Government has determined that Sikorsky, A Lockheed Martin Company, is the sole designer, developer, and manufacturer of the H-53 airframe and the only contractor with the requisite knowledge, experience, and technical data necessary to meet the requirements on a timely basis. This notice of intent is not a request for competitive proposals; however, interested parties may respond to identify their interest and capability, though the Government retains sole discretion regarding competition. The deadline for responses is December 26, 2025, with the solicitation posted on December 11, 2025. Companies interested in subcontracting opportunities should contact Mr. Jason Lockwood at jason.lockwood@lmco.com.

This procurement is not designated as a set-aside for any specific business category. Sikorsky, A Lockheed Martin Company, located at 6900 Main Street, Stratford, Connecticut 06615-9129, is the incumbent contractor and sole intended awardee. No specific award value or budget range has been disclosed in this notice. The delivery order will be performed in Stratford, Connecticut, where Sikorsky maintains its primary operations for CH-53K airframe development and manufacturing. The procurement falls under NAICS code 336411 (Aircraft Manufacturing) and PSC code 1520 (Aircraft, Rotary Wing), reflecting the specialized nature of rotary wing aircraft technical documentation and support services.
