About this opportunity
The Naval Air Systems Command (NAVAIR) intends to issue a sole-source delivery order to Sikorsky, A Lockheed Martin Company, under Basic Ordering Agreement N00019-23-G-0002 for developing comprehensive Illustrated Parts Breakdown (IPB) technical manuals for the CH-53K® Heavy Lift Helicopter. The procurement will cover technical manuals for all airframe and structural components, including attaching hardware, and will support maintenance activities at organizational, intermediate, and depot levels. The contract is being pursued under FAR 6.302-1 and 10 U.S.C. 2304(c)(1), which allows for sole-source procurement when only one contractor can meet agency requirements. Sikorsky has been identified as the sole designer, developer, and manufacturer of the H-53 airframe, with unique technical expertise that justifies the non-competitive approach. The solicitation notice was posted on May 7, 2025, with responses due by May 22, 2025.
The contract opportunity is not set aside for any specific business category and will be performed in Stratford, Connecticut. Sikorsky is classified under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Product Service Code (PSC) of 1520 for Rotary Wing Aircraft. While no specific award value is mentioned, the procurement is focused on delivering a comprehensive set of technical documentation for the CH-53K® helicopter system. Interested parties are permitted to identify their capabilities in response to the notice, though the government retains sole discretion in determining whether to compete the contract. Companies interested in potential subcontracting opportunities are directed to contact Mr. Jason Lockwood at jason.lockwood@lmco.com for further information.
