The U.S. Army Corps of Engineers Middle East District is soliciting a Design-Build contract for the construction of CH-47 Bed Down Facilities and Infrastructure to support the Egyptian Air Force's acquisition of twelve CH-47 helicopters under a Foreign Military Financing case. The project scope includes designing and constructing a new maintenance hangar capable of accommodating four CH-47F aircraft with maintenance back shops, an apron extension with parking for five additional aircraft, service roadways, a wash rack, and supporting utilities and sitework including septic systems and site communications. Only United States firms or joint ventures with at least 51% U.S. ownership are eligible for award due to FMF restrictions under the Arms Export Control Act, unless an Offshore Procurement determination is obtained. The contract will be evaluated using the Best Value Trade-Off method through a two-step procurement process. Phase 1 proposals are due July 14, 2025, at 8:00 AM Eastern Time, with questions directed to Maria Martin and Teliya Stevenson at the provided email addresses.
This opportunity has no set-aside designation and will be performed at Anchas Air Base in Egypt. The solicitation does not identify any incumbent contractors or provide specific award values or budget ranges. The project involves constructing facilities to support exactly twelve CH-47 helicopters, with the new maintenance hangar designed for four aircraft and parking provisions for five additional aircraft. The work falls under NAICS code 236220 for Commercial and Institutional Building Construction and PSC code Y1GZ for Construction of Other Warehouse Buildings. The Request for Proposal will be issued through PIEE.EB.MIL/SAM.GOV, and the contract represents a Foreign Military Financing case designated as EG-B-HDK that supports Egypt's military modernization efforts.
