About this opportunity

The United States Coast Guard Surface Forces Logistics Center has issued a Notice of Intent to Sole Source for technical assistance services related to the CGC STONE vessel. The Coast Guard intends to award a sole source contract to Allied Systems of Sherwood, Oregon, for an Original Equipment Manufacturer technical representative to troubleshoot critical issues with a dual point davit system. The procurement is being conducted under Federal Acquisition Regulation Parts 12 and 13 as a Firm Fixed Price contract, classified under NAICS code 336611 for Ship Building and Repairing. The contract opportunity is designated as an 8(a) Sole Source procurement and does not qualify as a small business opportunity under SBA size standards. This special notice serves as formal notification to industry of the government's intent to proceed with a non-competitive award.

The objective of this procurement is to address operational issues with the CGC STONE's dual point davit constant tension winch system, which is currently experiencing problems with varying fall rates and misalignment that have compromised safety systems and limited operations to calm sea conditions only. The technical representative will perform inspections and troubleshooting both pierside in Cartagena, Colombia, and during underway operations from August 7-10, 2025. Interested parties who wish to challenge the sole source approach must submit compelling evidence that competition would be advantageous to the government by 8:00 AM Pacific Time on August 19, 2025, via email to the designated contracting officer. The procurement requires contractors to be responsible, certified, and capable, with all submissions directed to Ms. Oneal at the specified email address. The Coast Guard reserves full discretion in determining whether to proceed with the sole source award or conduct a competitive procurement based on any responses received.
