About this opportunity
The United States Coast Guard (USCG), a component of the Department of Homeland Security, is seeking emergency dry dock and hull repair services for the CGC Patoka, a 75-foot inland river buoy tender. The procurement is being conducted as a Notice of Intent to Sole Source, with the government's preferred contractor being Wepfer Marine Inc. located in Memphis, Tennessee. The contract will involve comprehensive services including hull plating inspection, propulsion shafting removal and reinstallation, propeller renewal, drydocking procedures, and sea trial performance support. The solicitation is being processed under Federal Acquisition Regulation (FAR) Parts 12 and 13, specifically allowing the Contracting Officer to solicit from a single source. Interested parties must submit any competitive responses by December 5, 2024, at 5:00 PM Pacific Standard Time to Jason Garris via email, with clear evidence demonstrating how competition would benefit the government.
The contract is designated as a Total Small Business set-aside, falling under NAICS code 336611 for Ship Building and Repairing, with Product Service Code J998. The procurement will be executed as a Firm Fixed Price (FFP) contract, with the government providing specific materials including two propulsion tail shafts (valued at $28,653 each) and two propellers. Performance will occur in Memphis, Tennessee 38113, with work expected to support fiscal year 2025 requirements. The wage determination for this contract establishes minimum wages consistent with Executive Order 14026, requiring covered workers to be paid at least $17.20 per hour, with additional health and welfare benefits. While the exact contract value is not explicitly stated, the comprehensive nature of the repair work and the specialized maritime service suggest a significant investment in maintaining the USCG's maritime infrastructure.
