The hose list specifies 69 individual items ranging from 3/8 inches to 6 inches in diameter, composed primarily of synthetic rubber and Teflon, with lengths from 8.25 to 55 inches and various fitting types including JIC female, flanged, and elbow connectors. The contractor must submit a condition found report for any hoses differing from identified descriptions. All hoses must be tagged and tested to SFLC Std Spec 5000, Appendix C.
Evaluation is based on past performance (acceptable or unacceptable rating; neutral is acceptable if no relevant history exists), technical acceptability against SOW specifications, and price. Award will go to the responsible offeror whose technically acceptable quotation represents the lowest price. Offerors must identify subcontractors proposed for major or critical aspects, providing each subcontractor's name, address, UEI, and relevant experience summary. Service Contract Act prevailing wage rates apply (Determination No. 2015-5535, Revision 28, effective May 13, 2026, for King and Snohomish Counties, Washington).

The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract, as detailed in the attached Statement of Work.
This requirement consists of performing all on-site labor and services to inspect, fabricate, test, tag, and install sixty-nine (69) expired and degraded flexible and expansion hoses in support of the Main and Auxiliary Diesel Engines onboard USCGC HEALY. All work must be performed on-site at Vigor Drydock (5555 N Channel Ave, Portland, OR 97217) for inspection and measurement, and USCG Base Seattle (1519 Alaskan Way S, Seattle, WA 98134) for hose removal and replacement. The planned Period of Performance (PoP) is from June 20, 2026 through July 31, 2026.
This acquisition is a 100% total small business set-aside under NAICS code 488390, with a corresponding small business size standard of $47.0 million. The applicable Product Service Code is J020.
The Government intends to evaluate offers and award a contract to the responsible offeror whose technically acceptable quotation represents the lowest price. To establish technical acceptability, the offered services must meet all specifications in the attached Statement of Work. Past performance will also be evaluated on an acceptable or unacceptable basis. To be eligible for award, the offeror must receive a past performance rating of acceptable or neutral, with neutral indicating no relevant performance history, based on government records.
Offerors shall identify any subcontractors proposed to perform major or critical aspects of the requirement, including but not limited to manufacturing, sourcing, assembly, or fulfillment of the contract. For each such subcontractor, the offeror shall provide the subcontractor’s name, address, UEI, and a brief summary of relevant experience and past performance. The Government will evaluate qualifications and past performance of the prime offeror and any identified subcontractors as part of the overall evaluation of the offeror’s ability to successfully perform the requirement.
Offerors are encouraged to submit sufficient descriptive information to demonstrate that the offered services meet the requirements of the solicitation. This may include product descriptions, specifications, part numbers, manufacturer information, or other documentation necessary to establish technical acceptability. Offerors are responsible for ensuring that the items offered are correct, complete, and compatible with the Government’s requirements. The Government may consider the offeror’s demonstrated understanding of the requirements and ability to reliably source and deliver the required items as part of the evaluation of technical acceptability. Failure to provide correct items or inability to fulfill the requirement after award may render the offeror ineligible for award or subject to termination.
Submit offers electronically via email to the points of contact identified in this notice. The Government does not prescribe a specific quotation format. Offerors must submit a quotation that clearly identifies the items offered and demonstrates compliance with the stated requirements. Submissions must be complete, clear, and presented in a format that allows effective evaluation by the Government. Submit all questions and final offers via email to the points of contact identified in this notice. The Government will not accept telephone inquiries. All offers must be received no later than June 19, 2026, at 8:00 AM Pacific Time.
Submit offers on a firm-fixed-price basis. Prices must be all-inclusive and must cover all costs associated with providing the services, including but not limited to manufacturing, packaging, handling, transportation, duties, tariffs, fees, and any other costs. The Government may consider offers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate offers and make award without discussions; therefore, offerors should submit their best offer with initial submission.
