About this opportunity
The U.S. Department of Agriculture, Animal and Plant Health Inspection Service (APHIS) is soliciting quotes for a CFX Opus Deepwell Real-Time PCR System to be delivered to their National Veterinary Services Laboratories. The procured equipment must be a thermocycler compatible with CFX Maestro software, featuring a 96-well configuration, 5-color plus FRET reading capabilities, full-color touch screen, and multiple data acquisition modes with date/time stamped audit trails. This specialized laboratory equipment will replace a non-functioning thermocycler to support Avian Influenza (HPAI) research and must be compatible with current agency protocols for analyzing quantitative polymerase chain reaction in testing new biological master seeds for animal vaccines. The solicitation requires completion of all 33 pages of the attached Form 1449, and quotes that do not comply with the Notes to Quoters will be considered incomplete and ineligible for award. Questions are due by 3:00 PM on September 9, 2025, to Contracting Officer Kathy Melby, with the proposal submission deadline of September 11, 2025, at 5:00 PM ET.
This procurement is designated as a Total Small Business Set-Aside with a size standard of 1,000 employees, classified under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing. The solicitation includes a single line item for one unit of the CFX OPUS Deepwell Real-Time PCR System, to be delivered on a firm-fixed-price basis within 90 days of contract award. Market research conducted by APHIS identified the CFX Opus 96 Real-Time PCR System as the only system meeting all required specifications, leading to a limited source/brand name justification that precludes full and open competition due to specific technical requirements. The equipment will be delivered to USDA facilities at 1920 Dayton Avenue, Ames, Iowa 50010, where it will support critical veterinary laboratory operations. Contractors must be registered in the System for Award Management (SAM.gov) and complete annual representations and certifications as part of their submission requirements.
