About this opportunity
The Commodity Futures Trading Commission intends to renew a sole-source contract with the Washington Metro Area Transit Authority for access to the WMATA SmartBenefits transit system to enroll, withdraw, and manage employee transit benefits, with award anticipated on or about September 10, 2026. The procurement is being pursued under FAR 6.103-1 (only one responsible source and no other supplies or services will satisfy agency requirements); WMATA manages the only subway system in the Greater Washington DC area and operates the only program in the region offering seamless benefit transfer across multiple transportation modes and jurisdictions while enabling independent CFTC budget management.
Contract period is one base year plus four option years (five years total). The Government estimates contract value at $5 million over the five-year period based on historical billings; WMATA charges no fee for use of the SmartBenefits program. The JOFOC document, certified by Benjamin Van Wormer (Contracting Officer), requires FAR 6.104-2 approval.
The CFTC posted this presolicitation notice on August 18, 2026 with a response deadline of September 1, 2026 at 5:00 p.m. ET. The Government will consider written responses demonstrating capability to fulfill the requirement but states this notice is not a request for competitive proposals; information will be considered solely for market research purposes. A presolicitation response period yielded two submissions—one from Bloomberg Government without required capability information and one from ADVF Group addressing services unrelated to transit management—neither constituting a valid alternative source.
