About this opportunity
The Commodity Futures Trading Commission (CFTC) intends to issue a sole source purchase order to LAZ Parking Ltd. LLC for executive parking spaces located within the CFTC Headquarters building at 1155 21st Street, NW, Washington, DC. The agency is procuring leased parking spaces that are directly located in or under the headquarters building and are exclusively managed by LAZ Parking. The CFTC has determined that LAZ Parking is the only reasonable source available for this service due to the restricted location within their headquarters building. The procurement is being conducted under FAR 13.106-1(b) for sole source acquisitions not exceeding the simplified acquisition threshold, with authority under 41 U.S.C.3304(a)(1) for other than full and open competition. Interested parties must submit written responses demonstrating their capability to fulfill the requirement by August 25, 2025, though the government will only consider these responses to determine whether to conduct a competitive procurement instead of the planned sole source contract.
This procurement does not utilize any set-aside designations and identifies LAZ Parking Ltd. LLC as both the intended sole source contractor and current manager of the parking spaces. The contract will have a twelve-month period of performance running from October 1, 2025, through September 30, 2026. While the notice does not specify the exact number of parking spaces or contract value, it indicates the procurement falls under the simplified acquisition threshold, suggesting a value below $250,000. The parking spaces are categorized under NAICS code 812930 for Parking Lots and Garages and PSC code X1PZ for Lease/Rental of Other Non-Building Facilities. The CFTC emphasizes that this is a pre-solicitation notice rather than an actual solicitation, and any determination to proceed competitively versus sole source will be made at the agency's sole discretion.
Notice text
The Commodity Futures Trading Commission (CFTC) intends to issue a sole source purchase order to LAZ Parking Ltd. LLC for the leased parking spaces located in the building of the CFTC Headquarters at 1155 21st Street, NW, Washington, DC. The current parking spaces available are located directly in/under the building and are managed by LAZ Parking Ltd. LLC. The contractor is the only source that can provide the service.
The period of performance of the purchase order will be for a period of twelve (12) months from October 1, 2025 through September 30, 2026. This procurement action is being performed pursuant to FAR 13.106-1(b), Soliciting from a single source: (1) For purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The authority for permitting other than full and open competition is 41 U.S.C.3304(a)(1), as the leased parking spaces needed by CFTC are restricted to only one source directly located within the CFTC Headquarters building.
This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.
