About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is conducting a Sources Sought and Request for Information to identify qualified contractors for Contractor Field Team deployment to perform avionics and safety system modifications on the T-38C fleet, with responses due by 4:00 PM MST on September 2, 2026.
The acquisition encompasses three concurrent modification systems—Video Data Transfer Unit (VDTU) upgrade, Cockpit Television Sensor (CTVS) replacement, and Canopy Open Warning (COW) system installation—across 376 aircraft at five locations: Randolph AFB (90 aircraft), Columbus AFB (87), Vance AFB (66), Sheppard AFB (123), and Naval Air Station Patuxent River (10) over 32 months (April 2027 through December 2029). Work is performed entirely on-site with a maximum throughput of 1–2 aircraft down simultaneously per base. No set-aside is anticipated.
Contractors must deploy personnel certified in Aircrew Egress Systems (AFSC 2A6X3), Advanced Fighter Aircraft Integrated Avionics (AFSC 2A3X5), Tactical Aircraft Maintenance (AFSC 2A3X3), and Aircraft Structural Maintenance (AFSC 2A7X3), all holding an active Secret security clearance or NACI eligibility. Estimated labor requirement is approximately 50 direct maintenance man-hours per aircraft. The government furnishes 100% of installation kits and specialized tooling; contractors provide standard tools, ejection seat stands, canopy stands, and manage inter-location logistics.
NAICS 488190 applies with a $47.0 million small business size standard. Vendors must submit technical capability statements (8 pages maximum), deployment strategy recommendations, and Rough Order of Magnitude pricing broken down by direct labor per location, over-and-above rates, travel and per diem, egress logistics, and cost drivers.
