About this opportunity
The F-35 Joint Program Office (JPO), operating under the Department of the Navy Naval Air Systems Command, intends to award a Delivery Order under a Basic Ordering Agreement for CF-5 Wing Instrumentation. The project aims to address a carrier-variant ship suitability capacity gap by installing Flight Test Instrumentation on CF-5 wings to support future test capacity. The procurement will involve Non-Recurring Engineering efforts, including detailed modification planning, technical data package development, parts procurement, and system modifications to support flight test operations. The contract will be pursued on a sole source basis under statutory authority 10 U.S.C. 2304(c)(1), with the government intending to award directly to Lockheed Martin Aeronautics Company. While the opportunity is not a competitive solicitation, interested parties may submit capability statements, proposals, or quotations within 30 days of publication (by April 3, 2025).
The pre-solicitation notice indicates no specific set-aside designation for this contract. Lockheed Martin is positioned as the sole source contractor, being the exclusive designer, developer, manufacturer, and integrator of the F-35 aircraft and related equipment. The contract is considered uniquely suited to Lockheed Martin due to their proprietary technical documentation, specialized software, algorithms, and technical expertise. Potential subcontracting opportunities may be available through the primary point of contact, Jeff Bergman, who can be reached at 817-777-0287. The data associated with this F-35 JPO opportunity is export-controlled and not available to foreign sources or representatives. While no specific award value is mentioned, the contract involves comprehensive wing instrumentation modifications for future flight test capacity. The government emphasizes that this notice does not commit to issuing a solicitation or making an award, and interested parties would bear their own costs associated with potential proposal preparation.

The Developmental Test Viability CF-5 Wing Instrumentation (DTV-CF5) will ensure the capacity gap is addressed for carrier-variant (CV) Ship Suitability. The Flight Test Instrumentation (FTI) to the wings of CF-5 will support future test capacity until new test aircraft can be delivered. This effort requires Non-Recurring Engineering (NRE) for detailed aircraft modification execution planning and technical data packages necessary to implement wing instrumentation. This effort shall include the following: detailed planning, parts procurement and modifications to equipment and systems supporting flight test operations.
This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The Government intends to award this effort to Lockheed Martin Aeronautics Company (Lockheed Martin), Fort Worth, TX. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Government. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within thirty (30) days after the date of publication of this synopsis will be considered by the Government. Lockheed Martin is the sole designer, developer, manufacturer and integrator of the F-35 aircraft and related equipment. Lockheed Martin alone has the experience, special skills, proprietary technical documentation, software/algorithms, and technical expertise required to furnish the supplies and services within the required timeframe. Accordingly, Lockheed Martin is the only known qualified and responsible source able to fulfill the requirements specified herein. Subcontracting opportunities may be available and may be sought with Lockheed Martin through the primary point of contact (Jeff Bergman / 817-777-0287). This notice is not a commitment by the Government to issue a solicitation, make an award (or awards), or be responsible for any cost incurred by interested parties prior to award of a contract for the effort described above.
