About this opportunity

The Mobile District Corps of Engineers is conducting market research through this Sources Sought Synopsis to identify qualified contractors capable of providing a comprehensive range of horizontal construction, renovation, repair, and incidental design services. The procurement seeks to establish a Multiple Award Task Order Contract (MATOC) pool that will support general construction requirements across twelve geographically dispersed locations including various lakes, dams, locks, and waterway facilities throughout Alabama, Georgia, Mississippi, and Florida. Prospective contractors must demonstrate capability to execute a diverse portfolio of project types ranging from new construction to facility repairs, including structures such as project management offices, powerhouses, maintenance facilities, boathouses, HVAC systems, roofs, siding, bridges, and bank stabilization work. The contract will be evaluated based on contractor qualifications, capacity to meet the Mobile District's requirements, cost-effectiveness, and ability to deliver quick responses to task order needs. This Sources Sought Notice was posted on April 28, 2026, with a response deadline of May 13, 2026, though this is market research rather than a formal solicitation announcement.

No set-aside designations have been applied to this procurement, though the government is actively seeking responses from Small Business, HUB Zone, 8(a), Service-Disabled Veteran-owned, and Women-owned Small Business firms to inform future acquisition decisions. The contract carries a total capacity of $1.9 million with individual task orders ranging in value from $1,000 to $1 million, and the applicable NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million.
