About this opportunity

Tripler Army Medical Center (TAMC), part of the Department of the Army Medical Command, is seeking sources for Cerus Intercept Platelet Pathogen Reduction Sets through a Sources Sought Notice. The procurement focuses on specialized medical equipment used in blood processing, specifically platelet and plasma treatment sets that utilize the INTERCEPT Blood System. This system employs amotosalen, a photoactive compound that targets DNA and RNA, effectively blocking replication of bacteria, viruses, and parasites through UVA illumination. The notice is designed to assess market capabilities and determine the most appropriate acquisition method for these critical medical supplies. Responses must be comprehensive and detailed enough to demonstrate organizational qualifications, with a submission deadline of June 10, 2025. The government intends to award a Firm Fixed-Price purchase order to the most suitable quoter.

This pre-solicitation notice does not include any specific set-aside designations and is classified under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing, with a size standard of 1,250 employees. While no specific award value is mentioned, the procurement is for medical-grade blood processing equipment used in pathogen reduction treatments. The notice explicitly states that responding to the sources sought notice does not obligate the government to award a contract or compensate respondents for their submissions. Potential vendors should note that no proprietary, classified, confidential, or sensitive information should be included in their responses. The government reserves the right to not acknowledge receipt of information or provide feedback to respondents.

Notice text

This is a Sources Sought Notice.  This is NOT a solicitation for proposals, proposal abstracts or quotations.  The purpose of this notice is to obtain information regarding the availability and capability of qualified sources and whether or not to conduct this procurement on a competitive basis.

The NAICS code is 325413 and the size standard is 1250.  Your response to the information requested will assist the Government in determining the appropriate acquisition method.  The Government intends to award a Firm Fixed-Price purchase order to the successful quoter.  Tripler Army Medical Center (TAMC) has a requirement for Cerus Intercept Platelet Pathogen Reduction Sets.  The platelet pathogen reduction sets are used in conjunction with platelets and plasma in an Intercept processing set. The INTERCEPT Blood System uses amotosalen, a well-characterized photoactive compound that targets DNA and RNA, followed by UVA illumination which irreversibly cross-links nucleic acids. In doing so, the INTERCEPT treatment blocks replication of bacteria, viruses and parasites, rendering them inactive

Disclaimer and Important Notes:  This does not obligate the Government to award a contract or otherwise pay for the information provided in a response.  Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to supply the required products.  Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.  No proprietary, classified, confidential or sensitive information should be included in your response.
