About this opportunity

The Defense Logistics Agency Aviation is seeking to procure 35 units of centrifugal pumps (NSN 4320-01-096-3873HS) through a competitive firm fixed-price contract under solicitation SPRTA1-25-R-0401. The procurement involves new manufactured hydraulic suction boost pumps used on C-130 aircraft, with multiple manufacturer part numbers including 27100 and 16430-1. The solicitation is expected to be released on June 25, 2025, with proposal responses due by July 25, 2025, and an anticipated contract award date of September 30, 2025. Only qualified sources meeting requirements under FAR clause 52.209-1 at the time of award will be eligible, and the procurement requires compliance with Item Unique Identification (IUID) standards per MIL-STD-130. Delivery of all 35 pump units is required by July 13, 2027, with specific packaging requirements including military standards MIL-STD-129 and MIL-STD-2073-1, and shipment to DLA Distribution Depot Hill at Hill Air Force Base, Utah.

This procurement operates under full and open competition with no set-aside designation, classified under NAICS code 336413 for Aircraft Part and Auxiliary Equipment Manufacturing with an 8(a) size standard of 1,250 employees. Current qualified sources include Ontic Engineering and Manufacturing (Cage: 45934), Integral Aerospace (Cage: 4N727), GE Aviation Systems (Cage: 56321), and Hamilton Sundstrand (Cage: 99167), with the last purchase made on July 8, 2022, to Integral Aerospace for 6 units. The contract will be administered by DLA Aviation at Oklahoma City with David Garcia serving as the contracting officer. The procurement involves critical aircraft components requiring strict adherence to military packaging standards, including heat-treated wood packaging materials and desiccant requirements. While no specific contract value is disclosed, the procurement represents a significant quantity increase from the previous 6-unit purchase to the current requirement of 35 units with a nearly five-year delivery timeline.
