The purpose of this amendment is to amend the solicitation instructions to offerors and evaluation criteria in order to clarify the FAA’s original intention for organizational experience and past performance requirements for this solicitation.
Reference Master Q & A Document released in Amendment 02: Questions Q3, Q6, Q51, Q52, and Q109
After further consideration, the FAA has determined that allowing offerors to submit at least three (3) examples of organizational experience valued at over $30M, or at least $6M annually, is consistent with the original intent of the FAA to obtain qualified offerors with organizational experience that would be similar to the anticipated size of this requirement relative to a one year base period and four one-year option periods.
All other terms and conditions associated with required organizational experience remain unchanged and in effect.

The purpose of this amendment is to add a statement in the SIR to further clarify that past-performance usage of subcontractors outside of allowable teaming arrangements (FAA or SBA approved JVs and Mentor-Protege Agreements) may not be used to satisfy the Experience and past performance requirements of this solicitation.
This amendment also changes the response requirements concerning the RTM document. Offerors advised that they are not being asked to provide a full system design in Phase 1. With condsideration of time constraints for proposal submission, this document has been amended to capture "Yes" or "No" responses to the individual requirements, rather than serve as a map of an offeror's technical proposal.
