About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 7, specifically the Central Alabama Veterans Healthcare System (CAVHCS), is conducting market research for the procurement of a compact tractor equipped with specific attachments and features. The tractor must be a 50 horsepower, 4-cylinder turbocharged diesel model with either a power reverser or hydrostatic transmission, rear PTO of at least 39 horsepower, and a Category 1 rear hitch rated for a minimum of 2,400 lbs. Required attachments include a rear backhoe with 18-inch trenching capability and a front loader bucket, while the cab must be enclosed with factory-installed radio, heating, air conditioning, power steering, canopy lights, mirrors, windshield wipers, and rear lights. Respondents to this Request for Information must provide estimated market pricing, confirmation of capability to obtain the equipment, government discount availability, delivery lead times, warranty details, and proof of Service-Disabled Veteran-Owned Small Business (SDVOSB) status with SBA VetCert certification. The response deadline is February 4, 2026, and this is explicitly identified as market research only, with a formal Request for Quote to be issued following the completion of this research phase.

This opportunity is exclusively designated for Service-Disabled Veteran-Owned Small Businesses, limiting competition to businesses meeting this specific criteria. No incumbent contractor or current contract holder is identified in this pre-solicitation notice, as the government is conducting initial market research to determine pricing, availability, and vendor capabilities. The notice does not specify a budget range or anticipated award value, though respondents should anticipate providing detailed cost information in their submissions. Respondents who hold authorized dealer agreements with original equipment manufacturers such as John Deere or Kubota are encouraged to identify this relationship in their responses. The specific technical requirements indicate a standard mid-range compact tractor suitable for grounds maintenance and construction activities at a Veterans Affairs medical facility, with no indication of multiple unit quantities or extended service timeline requirements.
