About this opportunity
The Department of Agriculture Forest Service seeks center support services for the Harpers Ferry Job Corps Center, with proposals due July 15, 2026, and questions due July 10, 2026. This is a Total Small Business Set-Aside under NAICS 561320 (Temporary Help Services), with a corrected small business size standard of $34 million.
Place of performance is Harpers Ferry, West Virginia. The primary requirement is one Cook position for 1,040 hours during the 12-month base period of August 1, 2026, through July 31, 2027. The Cook will be compensated at $20.40 per hour plus $5.55 per hour in fringe benefits under Service Contract Labor Standards. Only the first six months will be funded at award; the remaining six months will be funded via modification when funds become available. Quoters must price all 12 months of the base period. A six-month extension option under FAR 52.217-8 is available at the government's sole discretion and must be pre-priced for evaluation.
Award will be made on a best-value tradeoff basis, with technical capability weighted more heavily than price. Evaluation criteria include technical capability (management, qualifications, recruiting and staffing), past performance (CPARS data), and cost. The contractor must submit a Purchase Order Contract Manager with a bachelor's degree and minimum five years of comparable program or contract management experience, and a Project Coordination and Oversight Lead familiar with Job Corps operations. Personnel substitutions require ten calendar days' notice with detailed justification. Contract workers must begin no less than 15 calendar days from the performance start date unless an incumbent fills the position initially.
The Quality Assurance Surveillance Plan establishes performance standards including 98% resource and equipment availability, 98% position fill rate, 40 hours of work per week, and monthly status report accuracy. Contractor personnel must comply with federal security protocols, background investigation requirements, and FAR Part 12 clauses. Quotations should be submitted to Contracting Officer Darlene Chase at Darlene.Chase@usda.gov.
