The Department of Agriculture Forest Service seeks clinical support services for the Boxelder Job Corps Center in Nemo, South Dakota, with proposals due July 27, 2026. This is a Total Small Business Set-Aside under NAICS code 561320 (Temporary Help Services), with the correct small business size standard of $34 million annually.

The procurement includes two line items: a Drug/Alcohol Abuse Counselor position (520 hours annually, 12:00–8:00 PM Monday, Wednesday, and Friday) at a mandatory wage of $25.74 per hour plus $5.55 per hour fringe benefits, and a Center Mental Health Counselor position (384 hours annually, 8:00 AM–5:00 PM Monday through Friday) at $15.91 per hour plus fringe benefits. Both positions run August 1, 2026 through July 31, 2027, with a six-month extension available at government discretion.

The Drug/Alcohol Abuse Counselor must hold an active, unrestricted substance abuse license or certification in South Dakota, submit to criminal background clearance and drug testing, and obtain Department of Labor approval prior to award. The Center Mental Health Counselor must possess an active, unrestricted independent practitioner license in South Dakota with minimum one year of experience providing assessment and treatment services to adolescents and young adults, maintain professional liability insurance of at least $1 million per occurrence/$3 million aggregate, and obtain Department of Labor approval prior to award.

The contract is Firm-Fixed-Price. The government will fund only the first six months at award, with the remaining six months funded via modification when funds become available; quoters must price all 12 months. Evaluation weighs Technical Factors (management, qualifications, recruiting/staffing), Past Performance (CPARS), and Cost/Price equally. Please be advised that the due date has been extended until Monday July 27, 2026; due to Boxelder JC Center need of a Center Mental Health Counselor. The SOW and schedule are attached for quotes to be received. Please note; any previous quotes with the CMHC not included will not be accepted. Re-submission of quotes with both the Drug/Alcohol Abuse Counselor and CMHC are required.

This has led to supply and demand imbalances that are sensitive to subtle shifts in policies and organizational priorities, variability of critical staffing needs across time and geography, and the need for expanded utilization of support services.
