About this opportunity
The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida is procuring commercial aircraft repair training panels to support the Center for Naval Aviation Technical Training (CNATT) under the Ready Relevant Learning program. The requirement consists of 120 specialized training panels: 100 Sandwich Training Panels with Defects (18" x 18" x 1" honeycomb panels with carbon fiber/epoxy prepreg skins) and 20 Lightning Strike Training Panels (12" x 12" x 0.125" carbon fiber/epoxy prepreg panels). Vendors must be registered in the System for Award Management (SAM) and demonstrate technical acceptability while meeting delivery requirements and small business regulations. The government will evaluate quotes based on technical acceptability and lowest price, selecting the proposal that meets all technical specifications while offering the best value. Quotes are due by September 18, 2025 at 5:00 PM EST, with delivery required no later than January 1, 2026.
This procurement is designated as a total small business set-aside under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a size standard of 1,250 employees. The solicitation was previously posted on GSA Advantage but was canceled due to the custom nature of the panels, prompting this open market competition. The contract will be awarded as a Firm-Fixed-Price purchase order using Simplified Acquisition Procedures, with 60 panels (50 Sandwich with Defects and 10 Lightning Strike) delivered to CNATTU OCEANA in Virginia Beach, Virginia and an identical quantity delivered to CNATTU LEMOORE in Lemoore, California. Performance will span multiple locations with inspection and acceptance occurring at the respective delivery sites. The requirement emphasizes that all materials must be new and meet specified technical requirements, with contractor responsibility for program management, risk assessment, and progress reporting throughout the contract period.
