About this opportunity
The Department of Defense Washington Headquarters Service has issued a Special Notice for cellular voice and data services under the NAVSUP Spiral 4 Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The notice specifically concerns the Defense POW/MIA Accounting Agency's (DPAA) requirement for mobile telecommunications equipment and services to support its global mission. The agency needs smartphones and tablets that are compliant with DISA Unclassified Mobility Capability (DMUC) standards, with a particular focus on supporting personnel located in Hawaii, Nebraska, Ohio, and Virginia, as well as facilitating international travel. The current incumbent provider is Verizon, and the agency is seeking to continue its mobile service through a potential sole-source task order. The notice is structured as a Limited Source Award announcement, indicating a potential direct award approach.
Contractors interested in this opportunity must respond by February 17, 2025, at 5:00 PM ET to demonstrate their capabilities for providing the required services. The proposed contract has a 12-month base period with four 12-month option periods, running from March 15, 2025, through March 14, 2030, and will be structured as a Firm-Fixed Price task order. The NAICS code for this opportunity is 517112, with a size standard of 1,500 employees, which applies to Wireless Telecommunications Carriers. Key requirements include providing DMUC-compliant smartphones (specifically iPhones), ensuring mobile access to Defense Enterprise Email, and developing a comprehensive mobilization and transition plan. Any new carrier must be prepared to port existing DPAA mobile numbers and provide onsite vendor support during the transition. The critical objectives are to maintain continuous, secure mobile communication capabilities for DPAA personnel across multiple domestic and international locations.
