About this opportunity

The Department of State is soliciting quotations for cellular phone services for the U.S. Embassy in Sri Lanka through Request for Quotations (RFQ) number 19CE2026Q0002. The solicitation seeks a single indefinite-delivery/indefinite-quantity contract to provide mobile telephone services including 428 voice and data connections and 168 data-only connections, with minimum 20 GB monthly data per connection and unlimited voice calling. Core service requirements include mobile number portability, nationwide 4G and 5G coverage, Wi-Fi calling, 24/7 customer support, and a network uptime guarantee of 99.99%, with pricing to be firm and fixed with no escalation allowed. The Government will award the contract to the responsible offeror providing the best value using comparative evaluation methodology as authorized under FAR 13.106-2(b)(3), which involves direct item-by-item comparison of offers rather than lowest-price or trade-off evaluation. The deadline for quotation submission is April 6, 2026, at 5:00 p.m. local time, with quotations to be submitted electronically in MS-Word, MS-Excel, or PDF format not exceeding 30MB. A pre-proposal conference is scheduled for March 23, 2026, at 11:30 a.m. at the Embassy location.

This is an unrestricted acquisition with no set-aside designation, and no incumbent contractor information is identified in the solicitation. The contract will have a base period of one year with four optional one-year renewal periods, for a total potential performance period of five years, during which the Government will place orders ranging from a minimum of 200 connections to a maximum of 1,000 connections. The place of performance is Colombo, Sri Lanka, specifically at the U.S. Embassy located at 210 Galle Road, Colombo 3. Offerors must submit a completed C-SCRM Questionnaire, State Department Secure Software Development Attestation Form, proof of SAM registration, past performance references, technical capability evidence, and emergency recovery plan documentation. Pricing will be paid in local currency by electronic funds transfer within 30 days of invoice receipt, with Value Added Tax not applicable due to the Embassy's tax-exempt status, and the contractor must obtain all necessary Sri Lankan licenses and permits at no additional cost to the Government.

The U.S. Government intends to award a contract to the responsible offeror representing best value using comparative evaluation authorized under FAR 13.106-2(b) (3).A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. Prospective offers must still meet basic standards for responsibility at FAR 9.104 and solicitation compliance to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.
