About this opportunity
The Federal Highway Administration (FHWA) has issued a Special Notice announcing its intent to increase the ceiling of an existing Indefinite Delivery Indefinite Quantity (ID/IQ) contract for Intelligent Transportation Systems (ITS) Infrastructure Standards Development, Maintenance, and Related Activities. The contract in question, numbered 693JJ321D000005, is currently in its fourth year of performance and supports the Intelligent Transportation Systems Joint Program Office (ITSJPO). FHWA plans to raise the contract ceiling by $1,000,000, bringing the total from the current $9,750,000 to $10,750,000. This modification addresses the need for additional funding to complete ongoing tasks and support high-priority projects while a new contract vehicle is being established. The notice was posted on June 27, 2025, with a response deadline of July 10, 2025.
The primary purpose of this ceiling increase is to enable the award of high-priority projects under the existing contract while FHWA develops a replacement contract vehicle anticipated to be implemented in fiscal year 2026. The current contract ceiling has proven insufficient to meet the demands of ongoing work and near-future requirements for ITS infrastructure standards development and maintenance activities. This is a modification to an existing single-award contract rather than a new competitive opportunity, so no specific eligibility criteria or competitive requirements are outlined for contractors. The notice serves as an informational announcement to industry stakeholders about FHWA's contracting strategy and timeline. Questions regarding this announcement should be directed to the contract specialist, Malik Arnold, at malik.arnold@dot.gov.
Notice text
The purpose of this announcement is to inform industry of the Federal Highway Administration’s (FHWA) intent to modify a single-award Indefinite Delivery Indefinite Quantity (ID/IQ) contract for Non-Personal Services to Support the Intelligent Transportation Systems Joint Program Office (ITSJPO). FHWA anticipates increasing the ceiling by $1,000,000 to the following ID/IQ:
• INTELLIGENT TRANSPORTATION SYSTEMS (ITS) INFRASTRUCTURE STANDARDS DEVELOPMENT , MAINTENANCE, AND RELATED ACTIVITIES – 693JJ321D000005
Currently, the ID/IQ is in its fourth year of performance. However, it is apparent that the initial ceiling established for the award, $9,750,000, is significantly lower than what is needed to successfully complete all the tasks currently underway and envisioned in the near future. The current ID/IQ ceiling must be increased in order to allow for the award of high priority projects while FHWA puts in place a new contract vehicle. It is anticipated that the new vehicle will be put in place in FY 2026. Any questions pertaining this announcement should be addressed to the contract specialist, Malik Arnold at malik.arnold@dot.gov.
