THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source


contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other supplies or Services Will Satisfy Agency Requirements."


 


The 6th Civil Engineer Squadron, MacDill Air Force Base (Tampa) Fl 33621 MAY require a bridge contract to succeed contract FA4452-09-C-0005 which expires on 31 Mar 2017. The bridge contract (if awarded) will consist of 1 one-month basic period of performance with up to 5 one-month options. The 6th Contracting Squadron intends to potentially make an award to the incumbent contractor, Akima Facilities Management (AFM).


 


Interested parties may e-mail Mr. Patrick Boyette at patrick.boyette@us.af.mil not later than 1:00 PM EST 4 November 2016.


 


The potential contract action is for supplies or services for which the Government intends to solicit and


negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract


based upon responses to this notice is solely with the discretion of the Government. Information received will


normally be considered solely for the purpose of determining whether to conduct a competitive procurement.


 


This requirement is for the complete scope of Civil Engineer Services, Base Civil Engineering Functions at MacDill AFB, FL. This requirement includes, but is not limited to: (a) Asset management; (b) Facilities & Infrastructure Operations and Maintenance; (c) Programs and Engineering Services; & (d) Emergency Management and Response.


 


AFM is the only company with the personnel, tools, equipment, vehicles, and materiel mobilized to perform these services which are essential/mission critical to MacDill AFB, tenant units and the base population without a lapse in service or a duplication of significant capital investment and start-up costs. Any contractor except AFM would, of necessity, experience investment or start-up costs for this large operation, and the government would not recover such costs through competition of the bridge contract simply because of the extremely short contract term.
