About this opportunity

The Department of Justice (DOJ), Justice Management Division, Library Staff intends to procure an online division-wide subscription to selected titles in VitalLaw and Almanac of the Federal Judiciary from Wolters Kluwer Legal & Regulatory U.S. The procurement is specifically for internet access to a comprehensive legal research collection, including Litigation Integrated Library, Administrative Law, Civil False Claims and Qui Tam Actions, Torts, Judgment Enforcement, and specialized Antitrust law resources. Due to the proprietary nature of the publications, this opportunity is being pursued under 41 U.S.C. 253(c)(1) as a sole source procurement, with Wolters Kluwer being the only known source. Interested parties must submit written documentation, detailed data, and pricing information within fourteen (14) days of the synopsis date, with responses to be evaluated solely for determining potential competitive procurement. The evaluation will focus on vendors' ability to demonstrate capability to meet the DOJ's comprehensive legal research requirements.

The solicitation notice indicates no specific set-aside designation, and the contract is intended to supply Department locations nationwide with the legal research materials. The place of performance is Washington, DC 20530, and responses must be submitted via email to marla.chesler@usdoj.gov. The procurement falls under NAICS Category 424920 for Book, Periodical, and Newspaper Merchant Wholesalers and PSC Category 7630 for Newspapers and Periodicals. The current timeline indicates a posting date of May 30, 2025, with responses due by June 13, 2025. The procurement is specifically structured to acquire Wolters Kluwer's unique collection of legal research materials, including specialized resources like the Almanac of the Federal Judiciary and authoritative Antitrust law insights.
